The High Potential Individual (HPI) visa is designed for recent graduates from elite universities who want to live and work in the UK—no job offer required. This visa gives holders flexible work rights across the UK, meaning that they can take any job, switch employers, freelance, or even start their own business. The only exception? Professional sports roles are off limits.

For UK employers, the HPI visa means access to top global talent without sponsorship costs or administrative burden. In 2025, the UK’s Home Office announced that they sought to increase the number of HPI visas awarded each year from 2,000 to 4,000, expanding the pool of highly educated foreign talent.

Who qualifies for the HPI visa?

The eligibility criteria are straightforward but strict. Candidates need to have graduated within the last five years from a university that appears on the UK’s global universities list. This yearly list includes institutions that ranked in the top spots of at least two of three major world university rankings during the year they graduated—like Delft University of Technology in the Netherlands and Nanjing University in China.

The applicant’s degree must be equivalent to a UK bachelor’s, master’s, or doctoral qualification. They’ll also need to meet English language requirements and prove they can support themselves financially while in the UK by maintaining a minimum of £1,270 (US$1720) in their bank account for at least 28 days before applying.

One important note: The visa applicant’s university must have been on the eligible list the year that they graduated.

HPI visa duration and conditions

The HPI visa gives holders either two or three years in the UK, depending on their qualification level:

  • Bachelor’s or master’s degree holders may stay in the UK for two years.
  • Doctoral degree holders receive three years.

It’s important for visa holders (and the businesses that employ them) to understand that the HPI visa cannot be extended. Once it expires, the visa holder must switch to a different visa to stay in the UK.

Many HPI visa holders transition to a Skilled Worker visa once they’ve landed a qualifying job. Others explore long-term pathways like the Global Talent or Innovator Founder visas.

How to apply for an HPI visa

Candidates start by confirming their university appears on the global universities list for the year they graduated, published by UK Visas and Immigration (UKVI) each year.

Once this is confirmed, they can submit their application online through the official UKVI portal and provide proof of qualifications, typically a degree certificate and an academic reference from their university confirming attendance and award. They will also upload identity documents and bank statements showing they meet the financial requirement.

The application fee is currently £715 (US$968) plus the immigration health surcharge, which gives them access to the UK’s National Health Service (NHS). Depending on where they apply from, they may need to attend a biometric appointment to submit fingerprints and a photograph.

Applications from outside the UK typically receive a decision within three weeks and, from inside the UK, in around eight weeks.

Benefits and limits of the HPI visa

The HPI visa removes major barriers that usually block international talent. The application process is relatively straightforward, and applicants don’t need a job offer or employer sponsorship. They have complete freedom to work however they want—switching jobs, working part-time, or launching a startup. They can also bring dependents (partner and children), making it easier to relocate with family.

Perhaps most importantly, the HPI visa gives holders time to establish themselves in the UK job market and transition into longer-term visa categories that can lead to permanent residence.

For UK employers, the HPI visa represents a significant opportunity. These visa holders come ready to work without sponsorship requirements, bringing fresh perspectives from the world’s leading universities. If you find exceptional HPI talent, you could later sponsor them for a Skilled Worker visa to keep them on your team long-term but in the meantime you can hire them immediately without the administrative burden and costs of sponsorship.

Still, there are some limitations. The HPI is explicitly temporary. It won’t directly lead to indefinite leave to remain in the UK. Holders must plan their next move, whether it is to stay in the UK under a new visa, return to their home country, or move elsewhere, before their HPI visa runs out.
